TERMS OF SERVICE FOR THE
HARQAH IDENTITY DOCUMENT SYSTEM

Effective Date: As published by the Harqah HID System Authority
Governing Authority: Harqah HID System Authority
Applicable To: All persons, organizations, institutions, and entities that register for, hold, or interact with a Harqah Identity Document of any class.
ARTICLE ONE — ACCEPTANCE OF TERMS
1.1 By submitting a registration application for a Harqah Identity Document of any class — including but not limited to a Citizen Harqah Identity Document, an Institution Harqah Identity Document, an Asset Harqah Identity Document, or any other identity class offered under the Harqah ecosystem — you agree to be fully bound by these Terms of Service in their entirety, without limitation, modification, or exception on your part.
1.2 These Terms of Service constitute a legally binding agreement between you and the Harqah HID System Authority. If you do not agree to any provision of these Terms of Service, you must not submit any registration application, must not use any service offered by the Harqah HID System Authority, and must not participate in the Harqah ecosystem in any capacity.
1.3 The Harqah HID System Authority reserves the right to update, amend, or replace these Terms of Service at any time. Where material changes are made, registered identity holders will be notified through their registered contact channel.
ARTICLE TWO — ELIGIBILITY
2.1 Citizen Registration Eligibility: To register for a Citizen class Harqah Identity Document, you must be a living human being. You must be of the minimum age required by the laws of your country of residence to enter into a binding legal agreement independently.
2.2 One Identity Per Person: Every living human being is permitted to hold exactly one Citizen class Harqah Identity Document. Registering for more than one is a material breach of these Terms of Service.
2.3 Institution Registration Eligibility: To register an Institution class Harqah Identity Document, the founding individual must hold an active Citizen class Harqah Identity Document at Trust Tier Two or above.
2.4 Asset Registration Eligibility: To register an Asset class Harqah Identity Document, the registering identity must be the genuine owner of that asset.
2.5 Jurisdiction: You may only register under the jurisdiction in which you genuinely reside or in which your institution genuinely operates.
ARTICLE THREE — REGISTRATION OBLIGATIONS AND ACCURACY
3.1 Every piece of information you provide must be accurate, complete, truthful, and not misleading in any way.
3.2 You are responsible for keeping your registered information current and accurate.
3.3 You must never submit documents that are forged, altered, or fraudulent. Submitting any such document is a material breach.
3.4 Any government-issued document you submit must genuinely belong to you. Submitting a document belonging to another person is identity fraud.
3.5 The Harqah HID System Authority reserves the right to verify any information at any time and to take appropriate action including suspension or permanent banning.
ARTICLE FOUR — TRUST TIER OBLIGATIONS
4.1 You agree to progress through trust tiers only by genuinely completing the required verification steps.
4.2 You acknowledge that features of the Harqah ecosystem are gated by trust tier and that the Harqah HID System Authority has sole authority to set thresholds.
4.3 A trust tier may be reduced or revoked if information previously used is found to be false or fraudulently obtained.
ARTICLE FIVE — PROHIBITED CONDUCT
5.1 Never use your HID for any purpose that is unlawful under the laws of your jurisdiction.
5.2 Never impersonate any other person, organization, government body, or entity.
5.3 Never share your authentication credentials. Any activity under your HID is your responsibility.
5.4 Never attempt to create, forge, replicate, alter, or fraudulently use any HID string.
5.5 Never use any Harqah service to engage in harassment, abuse, threats, or harmful conduct.
ARTICLE SIX — IDENTITY DOCUMENT LIFECYCLE AND STATUS
6.1 The Harqah HID System Authority reserves the absolute right to change the lifecycle status of any HID at any time, including placing it under review, suspending it, or permanently banning it.
6.2 Suspension means temporary denial of access to all Harqah ecosystem services.
6.3 A permanent ban results in irreversible deactivation. The unique identifier is never reassigned.
6.4 Identity holders may voluntarily archive their HID. Reactivation requires formal application.
ARTICLE SEVEN — LIMITATION OF LIABILITY
7.1 The Harqah HID System Authority is not liable for any loss arising from your failure to comply with these Terms, from inaccurate information, or from unauthorized access to your account.
7.2 The Authority does not provide legal, financial, professional, or investment advice.
7.3 To the fullest extent permitted by law, liability is limited to fees you have directly paid in the twelve months preceding the claim.
ARTICLE EIGHT — GOVERNING LAW
8.1 These Terms are governed by the laws applicable to the Harqah HID System Authority as a sovereign identity governance body.
8.2 Disputes shall first be referred to the Harqah HID System Authority's formal dispute resolution process.
8.3 You waive any right to bring a class action against the Harqah HID System Authority.
ARTICLE NINE — GENERAL PROVISIONS
9.1 If any provision is found unenforceable, it shall be modified to the minimum extent necessary.
9.2 Failure to enforce any provision does not constitute a waiver.
9.3 You may not transfer or assign your rights or obligations.
9.4 These Terms, together with the Privacy Policy, constitute the entire agreement.
These Terms of Service are issued by the Harqah HID System Authority. They are the authoritative and final versions governing participation in the Harqah Identity Document system and all associated registration services.
